1. Madam Speaker, I rise to present to this Honourable House the Social Upliftment Chapter.

2. Government is committed to achieving a dignified life for all of its citizens through the delivery of programmes that ensure the upliftment of Batswana who are economically and/or socially marginalised or vulnerable. Social Upliftment in this context is linked with the Vision Pillars for building a Compassionate, Just and Caring; Educated and Informed; United, Proud, Moral and Tolerant, as well as Prosperous, Productive and Innovative Nation.

3. The two Focus Areas for Social Upliftment are Social Development and Health including HIV/AIDS interventions. The primary goals under these areas are as follows: eradication of abject poverty, social protection, adequate shelter, youth empowerment, affordable quality health care services and prevention of new HIV infections. The overarching goal is to achieve a dignified life for all Batswana. This will be accomplished through a multi-sectoral approach that promotes socio-economic empowerment and sustainable livelihoods.


4. Madam Speaker, let me take this opportunity to appraise this Honourable House on the performance under Social Upliftment during the first half of NDP 10, beginning with Social Development. A number of empowerment schemes were implemented during the first half of NDP 10, that were intended to enhance social welfare by reducing poverty, while maintaining adequate social safety nets. These include the flagship Programmes of Poverty Eradication, Remote Area Development and Youth Empowerment Scheme, supported by the Economic Diversification Drive. Additional supporting initiatives include Ipelegeng and housing schemes for the needy, HIV/AIDS mitigation and prevention interventions.

5. Madam Speaker, it is pleasing to note that the Poverty Eradication Programme is progressing. Phase 1 of the Backyard Garden initiative commenced in January 2011 and covered 15 constituencies. To date 7865 beneficiaries have been identified and trained in setting-up and running backyard gardens. Phase
2, which started in the 2012/2013 financial year, introduced twenty two (22) alternative packages which are now also being rolled-out. The alternative packages include bakery, poultry, small stock, piggery, bee keeping and tswana chickens. Currently over 5729 beneficiaries are in the process of being trained on alternative packages.

6. Madam Speaker, training workshops commonly referred to as Dipitso are being held throughout the country in order to create awareness and popularise interventions that are appropriate to different localities. Optimisation strategies are thus being employed to ensure that each locality leverages on its comparative advantages. In addition, Market Days have been introduced to ensure that beneficiaries are able to sell their products.

7. Madam Speaker, to address shortages of basic shelter, Government has continued to fund such initiatives as Self Help Housing Authority (SHHA) and Poverty Alleviation Housing Schemes, as well as Destitute Housing targeting low income groups. During the first three years of the Plan, 1911 people benefited under the SHHA Turnkey Programme, while another 1,922 benefited under the Home Improvement Programme. To complement Government’s efforts in the provision of housing, other stakeholders were also mobilized to help destitute persons through initiatives such as Community Service Day and Presidential Housing Appeal.

8. Madam Speaker, Government continues to invest heavily in both formal and informal education and training at all levels as a pre-requisite for achieving sustainable livelihoods. I am happy to report that through our efforts the enrolment rate at primary school level increased during the first half of NDP 10 from 85.6% in 2009/10 to 89.7% in 2011/12. To ensure greater access to basic education, an Inclusive Education Policy was developed in 2011, which specifically targets disadvantaged, vulnerable and marginalized groups. A total of 7,305 learners have also participated in the Adult Basic Education Programme.

9. Madam Speaker, our Youth Policy has been reviewed with an emphasis on social integration of youth through various empowerment initiatives. An example is the Youth Empowerment Scheme (YES), which through its life skills and behavioural change interventions, has graduated 1,770 unemployed young people, out of which 1,500 have been attached at various institutions for skilling and mentoring.

10. Madam Speaker, we continue to provide social safety nets countrywide, as reflected in the following achievements:

• Coverage of up to 98% of eligible orphans;
• 176,016 vulnerable beneficiaries supported with cash and/or food baskets;
• Over 40,000 a month benefiting from Ipelegeng;
• 840,633 supported through the Primary School Feeding Programme, extra meals for drought stricken areas further benefiting 46,572 children;
• Cumulatively 1,298,557 people accessed Vulnerable Group feeding;
• 851 destitute persons provided with shelter; and
• 442 beneficiaries in remote area settlements assisted with livestock.

11. Madam Speaker, in 2012 Government took a decision to transfer the Rural Development Council from the Ministry of Finance and Development Planning to the Ministry of Local Government and Rural Development with the chairmanship of the Council being elevated to His Honour the Vice President. This will ensure that greater priority is given to rural development.

12. Madam Speaker, in terms of progress under the Health, HIV and AIDS sub sector, Botswana has also done well towards attainment of access to better healthcare. Nationally, 95% of the total population live within 15 kilometres of a health facility, hence bringing healthcare services much closer to the people. The incidence of malaria has declined from 10 per 1000 population in 2007 to 0.56 per 1000 in 2011. As such Botswana is on course to achieving the target of eliminating malaria by 2015.

13. Madam Speaker, our maternal mortality rate has been reduced from 326 per 100,000 live births in 1990 to 189 per 100,000 live births in 2011. However, this is still very high and efforts are ongoing to ensure that “no woman should die whilst giving birth to life”. Similarly, child mortality is also high and we continue to implement innovative interventions to reverse this trend. To further accelerate the realisation of Millennium Development Goals on Child and Maternal Health, high impact interventions have been introduced such as the Accelerated Child Survival and Development Strategy and a Maternal Health Roadmap; which incorporate new vaccines as well as skills development.

14. Additional achievements during the first half of NDP 10 include:

• Approval of the National Health Policy of 2011, which is to be implemented alongside an Integrated Health Service Plan and the Essential Health Service Package;
• Development of the 2nd National HIV and AIDS Strategic Framework and National Operational Plan Plan largely driving prevention activities as a priority;
• Reduction in the Tuberculosis (TB) notification rate from 511 per 100,000 population in 2006 to 330 per 100,000 in 2011;
• 99% of our women deliver in a health care facility, while 95% attend ante-natal care;
• Reduction in new HIV infections from 1.5% in 2008 to an estimated 0.95% in 2011, as well as a reduction of HIV/AIDS prevalence among 15-24 year olds from 8% in 2008 to 5% in 2011;
• An increase in 5 year survival of patients on Highly Active Anti-Retroviral Therapy (HAART);
• More than 95% of those in need of Anti-Retroviral Therapy (ARVs) are on treatment;
• Transmission of HIV from Mother to Child is less than 3%; and,
• New prevention strategies, notably the introduction of safe male circumcision, an increase of the CD4 cell viral load from 200 to 350 for treatment initiation and enhanced research capacity to promote prevention of new infections

Proposition for the Remainder of NDP10

15. Madam Speaker, most ongoing Policies, Strategies and Programmes will remain relevant for the remainder of NDP 10. Priority will go to those interventions which will have higher impact on the country’s social upliftment drive.

16. Government will continue to support the Poverty Eradication Programme. Further actions will include:

• Enhancing market accessibility for beneficiaries’ products through the establishment of markets and enhanced Government purchasing;
• Completion of a Poverty Eradication Policy Framework, which will harmonize current social development policies;
• Implementation of Local Economic Development initiatives, as well as the Community Resilience Programme to generate employment, Maintenance of Social Safety nets and promotion of social cohesion;
• Addressing vulnerability and development imbalances through community empowerment initiatives such as the Remote Area Development Programme;
• Enhancing the provision of housing by identifying innovative methods of construction that are adapted to the local environment; and
• Consolidating public sector housing, by putting into place delivery mechanisms for the coordination of housing, to be implemented by a Single Housing Authority.

17. Madam Speaker, Government will continue rolling out YES in the context of the rapidly evolving needs and expectations of the youth, to empower them to participate meaningfully in the community.

18. Monitoring and Evaluation Systems will be developed in partnership with the UN and leading institutions globally and strengthened to measure the impact of policies and programmes on poverty and social welfare. These will ensure that policy making processes are adequately informed by evidence to improve the efficiency and the effectiveness of interventions.

19. Madam Speaker, appropriate additional strategies will be implemented to address cross cutting issues that include provision of services to the marginalised segments of the community. Priority will be given to promotion of equal opportunities and treatment for vulnerable groups such as the youth and people living with disabilities.

20. With respect to issues of Health and HIV/AIDS the provision of quality health care services will be consolidated at all levels through the following interventions:

• Strengthening of Primary Health Care;
• Strengthening linkages between various sectors to tackle the underlying determinants that contribute to ill health;
• Intensifying public awareness of the risk factors for communicable and non-communicable diseases;
• Increased training of Health Care Workers in areas such as emergency obstetric and neo-natal care and integrated management of childhood illnesses;
• Greater resource mobilisation to improve health systems;
• Initiation of combination strategies for HIV prevention;
• Aggressive implementation of attraction and retention strategies for health care workers; and
• Strengthening Health Information Management Systems.

21. Special attention will be given to addressing strategic epidemic drivers and underlying factors that influence the spread of HIV. Communities will be mobilised with specific interventions targeting most at risk populations, and other vulnerable groups as well as research capacity improved to reverse the trend of new infections.

22. Madam Speaker, sport plays a critical role in fitness, wellness and recreation. During the remainder of the Plan, the promotion of mass participation in sporting activities will therefore be emphasised, particularly among younger people. This is in line with our drive to prioritise rehabilitation for health and wellness at all levels of care, especially to address alcohol and other substance abuse.

23. Madam Speaker, as a general approach, a concerted effort will go into leveraging available resources both within and outside government to develop a sustainable, better quality and cost effective healthcare. A critical addition in this regard will be to increasingly outsource non-core health care services, where feasible.

Budgetary Outlook

24. Madam Speaker, we anticipate that a total of P5.8 billion will be required for the implementation of various programmes and projects in the remaining years of NDP10, including the budget for the financial year 2013/14. The major programmes to be covered are as follows:

25. Poverty Eradication Programme: the goal of this programme is to assist individuals rise above abject poverty through sustainable income generation initiatives; capacity building through skills development and promotion of small scale entrepreneurship development, amongst others. Approximately P560 million will be required for the implementation of this programme.

26. Health and HIV/AIDS: interventions will be implemented at an estimated cost of P785 million. Focus will be on scaling up and strengthening the national response with a major emphasis on prevention, in order to reduce new HIV infections and ensure sustainability. This will also cover, strengthening of the treatment programme, capacity building and strengthening of national response systems and structures and provision of financial resources to facilitate outsourcing and public private partnerships. In addition, research and evaluations will be carried out to inform and guide our national response.

27. Agricultural Support Schemes: The objective of this programme is to cultivate an environment that allows for the provision of support to the farming community. This support is intended to drive the mechanisation and commercialisation of the agricultural sector which will ultimately lead to improved productivity in both the arable and livestock sector. Approximately P980 million will be required.

28. Low Income Housing: about P255 million is required for the implementation of this programme. It is intended through the programme to help those within the low income brackets with financial assistance to build decent housing. Projects covered here include the SHHA Loan Scheme, Turnkey Programme and Poverty Alleviation & Housing Programme.

29. Madam Speaker, initiatives under the Youth, Sport and Culture sub sector will require P141 million. These include the Youth Programmes whose main focus is the creation of an enabling environment for the full participation of the youth in national development as well as the development of youth friendly structures which support the vulnerable youths. Sport and recreation facilities are also targeted at attaining a healthy lifestyle.

30. Remote Area Development Programme: Madam Speaker, some segments of our society are grappling with problems which range from unemployment, sub-standard housing structures, and generally poor living standards. This Programme has been designed to provide funds for physical infrastructure such as shelters and community farms. It also promotes production-oriented and employment generating projects, advocacy and institution building. This Programme will be implemented with more vigour to ensure that all members of our nation lead a dignified lifestyle. Approximately P3.9 million will be required.

31. Labour Intensive Public Works (Ipelegeng) Programme: The objective of the Programme is to provide short term employment support and relief to Batswana, while at the same time carrying out essential development projects that have been identified and prioritised through the normal development planning process. The programme is self-targeting and designed to maximise employment of unskilled and semi-skilled labour using simple tools and machinery to construct and/or maintain public facilities. The programme will continue to provide short term employment opportunities as a source of income and relief for the most vulnerable members of communities, but with more emphasis on labour-based initiatives. Approximately, a total of P1.7 billion will be required to run this Programme.

32. Social Welfare & Development Programme: The Programme aims at implementing initiatives to tackle current socio-economic issues that the traditional extended family system can no longer cope with. It provides rehabilitation for people with various forms of addictions and vulnerabilities so as to enhance their social functioning. The programme also provides social protection initiatives that; (i) protect the vulnerable against livelihood risks; (ii) enhance the social status and rights of the socially excluded and marginalised; (iii) provide shelter for destitute persons; and (iv) provide psycho-social support to vulnerable groups.

33. The programme also seeks to promote self-reliance at community level by helping communities to be agents and drivers of their own development through the Community Resilience Project. These three programmes are expected to cost P135 million.

34. Madam Speaker, access to good quality health, prevention of other communicable diseases besides HIV/ AIDS and non-communicable diseases like diabetes which have been on the rise, rehabilitation/ impact mitigation of the negative current socio-economic issues remain a priority. Approximately P883 million will be needed to address these as well as other emerging issues under the health sector such as disposal of clinical waste, etc.

35. The balance of the requested funds will go towards other support programmes implemented by the different stakeholders. Madam Speaker, presented at Annexure A, is a list of programmes geared towards the attainment of Social Upliftment with the associated costs.

36. Madam Speaker, we shall sustain the progress we have heretofore made towards eradicating abject poverty by graduating individuals from poverty programmes through the provision of life skills. These will be progressed in the context of Government’s wider focus on employment, particularly among the youth and marginalised. With respect to health we shall enhance the efficient and effective use of existing capacities to improve health outcomes for Batswana.

There is also an argument that a team including Lampard and Terry, managed by Mourinho, would have put up a stronger challenge against Manchester City on Sunday. Drogba’s record at Wembley suggests he would have almost certainly scored.

But there were enough flashes in Chelsea's new material to reaffirm this is a club that needs to look forwards and not reach for the past.

Brazilian midfielder Oscar played his way into the game and started to pull the second-half strings for Chelsea, while Eden Hazard drifted past player after player during the final 20 minutes and Juan Mata prompted and probed.

Sure, Mourinho may have changed things quicker and Lampard could have smacked in an equaliser from 20 yards. But remember how Chelsea stayed in the FA Cup to eventually book a semi-final date against City.

It is not just Chelsea who have deemed Lampard to be past the peak of his powers. England boss Roy Hodgson now considers Jack Wilshere and Tom Cleverley better options to little dispute.

The obvious argument is to point to Ryan Giggs and Paul Scholes at Manchester United, and it is true that Sir Alex Ferguson has used his old heads with each new era to great effect.

But that is much easier to do when a club has one manager for almost 30 years. Not so easy for clubs at which lasting 30 days is an achievement for bosses both interim and permanent.

And what of lads like Josh McEachran. How long must he wait? If Chelsea delayed the inevitable for another year with Lampard, then the England Under-21 international may as well pack his bags now for another loan spell next season.

Nathaniel Chalobah has proved himself capable of at least taking a place on the Chelsea substitutes’ bench during his impressive loan stint at Watford.

Romelu Lukaku is a striker in the Drogba mould who has scored 13 Premier League goals for West Brom this season, but still Chelsea pursue Andre Schurrle and Radamel Falcao.

Following Chelsea Under-19s' defeat to Aston Villa in the final of the NextGen Series, coach Dermot Drummy reiterated the fact the club's youngsters need to see a potential route to the first team.

For that to become a reality, then the ties must be cut at some point with Lampard and Terry. If they are no longer first-choice picks, then this summer seems as good as any.

Ashley Cole's case was different because he remains the best player at the club in his position and was rightly handed a contract extension - on form, not sentiment.

As the weekends tick by towards the end of the season and another managerial change at Stamford Bridge, the calls for a Mourinho return will only grow louder.

But if Chelsea really want to usher in a new era built around Oscar, Hazard and Mata, then surely the club require a fresh approach.

There is no more deserving Premier League manager than David Moyes, while Roberto Martinez and Michael Laudrup have demonstrated flair in the transfer market and on the pitch.

Chelsea have options other than Mourinho abroad as well with Malaga’s Manuel Pellegrini a strong contender.

Reverting to the back catalogue would no doubt provide a quick high, but Chelsea must complete the difficult experimental stage to climb back to the top of the hit parade.

Jemima asks women to vote for change

ISLAMABAD, Sept 16: Jemima Khan, the spouse of Tehrik-i- Insaf (PTI) chief Imran Khan, has called upon the women of the country to exercise their right to choose the future leadership at all costs as it will determine the fate of their next generations.

She was speaking at, what the police sources said, “biggest public meetings held so far in the capital since the electioneering kicked off,” at G-9 Markaz, on Monday.

She gave a big surprise to the audience, mostly women, when she delivered her speech, though written, in fluent Urdu. Talking to Pakistani women, she said: “I don’t stress on you to vote only for my husband, but for whoever you find fit for leadership.”

Ms Khan said: “I am a Pakistani like you and like majority of the people, wanted a major change that could end hunger, poverty, ailments, unemployment and lawlessness in our country.”

Taking part, for the first time, in the ongoing election campaign of the party of her husband, Ms Khan warned the people of the country, specially women, that a wrong decision on their part at this crucial time could lead the nation to the road of unending sufferings and agonies.

Imran Khan, speaking on the occasion, lamented that “Chaudhrys of Gujrat, despite being declared defaulters, were allowed to contest the elections”.

He said: “I question General Pervez Musharraf that he had promised the nation that he would not allow the loan defaulters and plunderers of the national wealth to contest the elections, but why he could not keep his promise.”

Mr Khan showed several documents, which he said were the annual reports of the Muslim Commercial Bank for the year 2000, “as was approved by the State Bank of Pakistan”. These reports, he said, indicated that Chaudhry Shujaat Hussain and his brother, Chaudhry Pervez Ellahi, had had Rs2.5 billion loan written off in their favour.

He said: “According to certified government record, only 80 people owed Rs29 billion, which can not be recovered because of their influence.”

The PTI chief said the main problem with the country was the “lack of required strength of the judiciary and the writ of the law”.

“An ordinary man could end up with detention of his mother and father, even if he makes a minor violation of a law, but those who caused hunger and poverty to the millions of people are rewarded instead of being punished.”

If these “Chaudhrys of Gujrat and people like them made their way to the Parliament, would they allow the rule of law to take place,” he questioned.

Mr Khan alleged that the whole of the Punjab administration was working to get Chaudhary Pervez Ellahi elected and then make him the chief minister.

He promised to give a big boost to the national economy by inviting investment from overseas Pakistanis. “The 40 million overseas Pakistanis earn $45 billion a year, and if they saw the rule of law in Pakistan they would invest here and virtually change the entire economic setup of the country”.
